A National Approach to Waste Tyres: Policy Discussion Paper

There are around 170,000 tonnes of waste tyres generated in Australia each year. This is the equivalent of around 18 million passenger tyres.

Of this, it is estimated that nationally 57% of waste tyres are going to landfill and 13% are disposed of inappropriately, such as through illegal dumping. Apart from the associated environmental, health and amenity issues, these practices are a lost opportunity as various re-use, recycling and waste-to-energy options exist for tyres.

October 2003
Environment Protection and Heritage Council (EPHC) welcomed moves by the tyre industry to promote greater recycling of used tyres. Tyre manufactures and importers have formed a joint working group and are working with the Australian Tyres Recyclers Association to develop a framework for voluntary industry action on recycled used tyres.

EPHC has invited the tyre industry to submit a fully detailed proposal on tyre recycling for consideration at EPHC's next meeting in April 2004.

October 2002
In October 2002, the Environment Protection and Heritage Council (EPHC), agreed that national action is required on waste tyres and directed the EPHC Standing Committee to scope the waste tyre issue and prepare specific proposals for national action.

This policy discussion paper has been released by the EPHC to:
- inform stakeholders of the policy options that are being considered;
- examine and discuss design issues for the policy options; and
- invite comments from interested parties.

The next step in the policy development process will be to choose and design the appropriate policy option(s) to manage Australia’s waste tyre problem.
