EPHC Heritage Outcomes

1st EPHC Meeting
Council met for the first time on 2 May 2002, in Hobart.

Integrated National Heritage Policy

Council considered and agreed to a proposal to develop an integrated national heritage policy, that would for the first time cover heritage issues in all three environments - natural, Indigenous and historic.

The policy will be developed co-operatively by both Commonwealth and State/Territory governments.
The aim of this policy is to:

  • clarify the roles and responsibilities of each level of government in relation to the
    identification, management, protection and promotion of Australia’s natural and
    cultural heritage places;
  • develop performance measures for heritage conservation;
  • develop a national strategy to promote sustainable heritage tourism opportunities;
  • develop common approaches to data collection, storage and use across all
    jurisdictions; and
  • adopt a national approach to the development of heritage incentives and innovative policy tools.

Council agreed to form three taskforces to undertake the development of these different components of the policy.

Taskforce 1 is progressing work on clarifying roles and responsibilities, performance measures for heritage conservation and common standards for data collection, storage and use.

Taskforce 2 is pursuing the development of a national strategy to promote sustainable heritage tourism.

Taskforce 3 is pursuing the development of heritage incentives and innovative policy tools.

Taskforces consist of high-level State/Territory and Commonwealth agency officials. Each group will develop its own strategies for broader consultation on these elements, as they progress.

Reconciliation Action Plan

The first EPHC meeting also endorsed its Action Plan to Advance Reconciliation, in line with the Council of Australian Governments (COAG) framework to advance reconciliation.

Under this decision, all governments committed to finding new ways of working with Indigenous people. The framework aims to develop:

  • partnerships and shared responsibility with Indigenous communities;
  • program flexibility and co-ordination between government agencies; and
  • a focus on local communities and outcomes.
    The priority areas for action are:
  • community leadership;
  • review of programs to improve outcomes for Indigenous people; and
  • improved links between Indigenous people and business.
