The NPI NEPM provides the framework for the development and establishment of the NPI which is an Internet database designed to provide publicly available information on the types and amounts of certain substances being emitted to the air, land, and water. In June 2007, the NPI NEPM was varied to make a number of changes to fulfil the inventory’s potential as a major tool for environmental management and cleaner production. One such change was the inclusion of greenhouse gas emissions reporting as an interim measure, pending the establishment of a national purpose-built greenhouse gas reporting mechanism. The National Greenhouse and Energy Reporting Act 2007 was enacted in September 2007. In April 2008, NEPC commenced the statutory process to make a minor variation to the NPI NEPM. The scope of the variation will be limited to the removal of greenhouse gas and energy reporting requirements. The proposed variation will remove duplicative reporting requirements in order to minimise any confusion in reporting to the NPI. A draft NEPM variation, explanatory statement and a copy of the NEPM as it will appear if varied have been released for public consultation. These documents can be downloaded below. All submissions are public documents unless clearly marked “confidential” and may be made available to other interested parties, subject to Freedom of Information Act provisions. In July 2005, the National Environment Protection Council (NEPC) commenced the statutory process to make a variation to the NPI NEPM. In June 2006, NEPC agreed to release a draft NEPM variation, impact statement and other supporting documents for public consultation. These documents have been provided below for information. On 2 June 2007, the NEPC made the following amendments to the National Pollutant Inventory NEPM:
The variation also includes other matters identified in the 2005 NPI Review Report (see below). The draft variation to the NEPM proposed that aquaculture facilities no longer be exempt from reporting to the NPI. The NEPC did not remove the exemption – aquaculture facilities remain exempt from reporting to the NPI. The NEPC agreed (with the Commonwealth dissenting - see EPHC communique for further information) to include reporting on greenhouse gases in the NPI NEPM. Note that this is an interim measure until a purpose-built national reporting framework for greenhouse gases is established.

The aim of the review was to determine the NPI's effectiveness and whether it is delivering benefits to the community, industry and governments. Stakeholder consultation was carried out during March 2005 with a range of stakeholders. The results of the NPI review were presented to Ministers in July 2005 and provided a starting point for NEPC to consider whether to embark on a process to vary the NPI NEPM, and the scope of any change. Review teamThe review team was chaired by the Australian Government and consisted of representatives from the Australian Capital Territory, New South Wales, Northern Territory, Queensland, Tasmania, Victoria and Western Australia. Links with other reviewsThe review took into account experience since the previous NPI reviews, such as the NEPM review completed in 2000 and the evaluation of the National Pollutant Inventory program in 2000. The 2004 report on greenhouse gases in the NPI and the progress of the Joint Environment Protection and Heritage Council/Ministerial Council on Energy Working Group on energy and greenhouse gas reporting will be taken into account in the NEPM variation and NPI operational improvement processes.
