Home / NEPMs Explained / Used Packaging Materials NEPM / Variation to the NEPMPROPOSED VARIATION TO THE USED PACKAGING MATERIALS NEPMThe purpose of this proposed variation to the Used Packaging Materials NEPM is to extend its life to 2010 in order to support the National Packaging Covenant. The goal of the Used Packaging Materials NEPM is to reduce environmental degradation arising from the disposal of used packaging and conserve virgin materials through the encouragement of re-use and recycling of used packaging materials by supporting and complementing the voluntary strategies in the National Packaging Covenant. The Covenant, an industry self-regulatory instrument, aims to ensure that all involved in the packaging chain play their part in reducing packaging waste. The NEPM ensures that participants in the Covenant are not unfairly disadvantaged in the market place. In July 2004, the National Environment Protection Council made a minor variation to the Used Packaging Materials NEPM. This minor variation extended the life of the NEPM as the regulatory safety net underpinning the National Packaging Covenant for twelve months to 14 July 2005. As indicated above, a further variation to the NEPM is required to extend it to 2010. The draft variation will ensure consistency between the NEPM and the strengthened National Packaging Covenant and provide for the continuation of an effective co-regulatory arrangement in relation to the management of consumer packaging and consumer paper for the life of the Covenant.
